To revitalise Market Street, simply sack the councillors who are responsible for parking, the market and trade - replacing them with typewriter owning chimps.
Why would locals pay extortionate parking fees and the wages of overzealous wardens who give huge fines for the tiniest infractions?
They can park at larger shopping centers near by (like Preston, Wigan, Southport and Bolton) for less, or even for free and without the worry of parking tickets?
The councillors have all but chased the market traders and visitors away, not to mention the current problems with parking at the railway station.
I'm sure carefully chosen monkeys would have more common sense - and wouldn't need to waste more tax payers money on so called consultants than these councillors.

I have today bought three hours in Preston for £2.10; I can park in Chorley for nearly 7 hours on a long-stay car park for that. In Chorley, three hours costs just £1 on any car park.
And at £1 for three hours on our car parks it is still cheaper for many than the fuel burnt travelling by car to and from "free" Middlebrook for example, and certainly a lot cheaper for a couple than Preston's park-and-ride.
We have also slashed the risk and occurrence of penalty ticket notices issued on our Flat Iron car park by simply reducing the old £1.50/3 hour rate down to £1. That's why this year we introduced this new low rate on all other short-stay shopper car parks.
Chasing market traders out of town? So explain why we are working with the markets and investing £250,000 in improving and marketing them.
